Batman races to uncover the Joker's latest laugh, a kidnapped Commissioner Gordon, and the mystery of the Gotham Ripper.

A plot by Oswald Cobblepot, aka the Penguin, to become the savior of Gotham and earn the love of the populace goes awry when the Joker returns to town in a flurry of deadly chaos. In the midst of it all, a new threat who calls himself Emperor Penguin turns up to make life miserable for both Batman and Cobblepot.
